Abstract

This paper analyzes the dynamics of public expenditure in Spain in the period 1995-2012 from a comparative perspective, with the two key references being the average of the EU-25 and the OECD countries. Starting from there, we analyze public spending from three perspectives: efficiency, equity and macroeconomic stability. The analysis shows that Spain’s level of spending remains below the average and that the gap is intensified in some very important areas, such as education. In terms of relative efficiency in the allocation of resources, the evidence shows disparities according to different areas. Among the functional areas examined, health shows the better results and education the worst. The effectiveness of public spending in the redistribution of income is only moderate. Finally, the problems of deficit and fiscal instability originate more on the revenue side (because of the extreme procyclicality during the housing boom, but also due to tax fraud and structural inadequacies) that on the expenditure side of the budget.
