Abstract

The territorial perspective of cross-border relations between Galicia and the Northern region of Portugal showed a marked Atlantic accent since the late XVIII. This fact was supported by the conditions of communication infrastructures near the coast, which defined a transit axis used in their commercial exchanges. In 1991, after joining the European Community and following the guidelines of the Community Initiative INTERREG, the regional institutions created the Working Community Galicia-Northern Region as an instrument of cooperation to consolidate a common space. This institutional model came up against local governments’ policies several times, from different political parties. In 1992, this fact made that the main cities majors established the Northwest Peninsular Atlantic Axe. The purpose was creating an area of cross-border cooperation with its own dynamic influence on European centers of decision. The aim was differentiating itself from the actions of the Working Community, more interested in removing old border’s physical barriers. In fact, its objectives were complementary. Finally, in 2000, the Atlantic Axis joined the Community, creating synergies of both cooperation approaches. This paper also analyzes one of its most singular actions: the configuration of Chaves-Verín Eurocity, as an example to be followed of a common border space.
