Abstract

The COVID-19 pandemic in Spain has revealed the need to change the approach to polytechnical decision-making at the different levels of managing public health in the multilevel State. The need to study the governance framework of the healthcare system as a whole is therefore highlighted in order, subsequently, to be able to understand said complexity and the interactions existing between the political levels of government and the managerial and technical levels of primary (health centres) and specialised (hospital) care. The aim of the study is to examine the construction of a ¿macro-meso-micro¿ framework that defines the complex context of the healthcare system, as well as the discourse developed by healthcare workers at the primary care level in terms of the decision-making processes that they have had to assume throughout the first wave caused by SARS-CoV-2 during 2020. To this end, an analysis will be made of the interviews held with healthcare staff in a Healthcare Area of the Province of Pontevedra, by means of a process involving the qualitative study of their discourses. With the reconstruction of the stories of professional healthcare workers in the Autonomous Community of Galicia based on their experience of the first wave of the pandemic, the idea is to set out a model of healthcare governance in the autonomous community based on the evidences of the context and the discourse, on the basis of which to be able to study other healthcare models in Spain¿s autonomous communities.
