Abstract

This research consists of an examination of the depth of the evaluation mechanism for the performance or the results--concretely, what was implemented in Anglo-Saxon Public Administrations starting in the nineteen eighties with the rise of the so-called New Public Management--as a method for public employees and public institutions in general in Ibero-America, to be accountable for their management not only through the traditional observance of norms and procedures, but also, mainly, through the effective demonstration of compliance with the objectives, goals, and other functions that have been defined in an earlier planning process. At the same time, it is an attempt to elucidate and study the way in which, through the establishment of a performance evaluation as a mechanism for accountability, the Public Administrations of Ibero-America may provide services with efficacy, efficiency, and, most of all, with high quality parameters for the administrators, who are considered to be the central and fundamental axis of Administrative Law. In essence, it aims to push for the implementation of a novel mechanism that trends towards transparency in the management of Public Administrations and for a substantial improvement in the provision of services, which favors all citizens.
